Radar antennas are used to focus a tight beam on a target.  This enhances ranging capability as well as cross-range localization.  Radar arrays can be fully passive (no electronics) or active (with electronics for front end RF and beamforming functions).  The choice of passive/active is dependent on the radar system requirements.   We have developed passive arrays up to Ka band and active systems up to X/Ku band.
